Maguindanao 2nd District Rep. Zajid Mangudadatu filed House Bill 4414 in the House of Representatives proposing higher graveyard shift pay for business process outsourcing (BPO) employees—an increase from the current10 percent to 25 percent of the basic salary for all BPO employees who work from 10 p.m. to 6 a.m.

Rep. Mangudadatu filed the bill because he said BPO employees are under a lot of stress due to the nature of their job and are exposed to health hazards from the night-time hours of work. He also said that since most BPO firms are owned by foreigners and are in Philippine Economic Zone Authority (PEZA)-accredited locations, the firms can afford the increase due to their PEZA tax breaks. Proposed penalties for violators are a 30-day suspension of business permit and a fine of PHP250,000.
